View Full Version : Error 0x80070670 when updating office 2003
I have had all these problems of late. I narrowed it down to Windows Installer 3.1 v2.
If its installed I can not install, repair ormodify any Office products Office pro 2003 or Visio 2002. Windows Update and Office Update both fail. And MS Error reporting gets stuck half way through. Uninstall Windows Installer 3.1 V2 and all works fine except I have to do a Repair on Office.
Installer 3.1 V2 does not effect any other applications for Install, Repair or Update just Microsofts Own Apps. Makes you wonder if after creating this update if they actually did an install, repair or update.
I'll try your suggestion though.

Hi, Ray;
If MS Installer gives you those errors when attempting to install/modify Office 2003 products, then the install failed for the MS Installer. I suggest you manually download the MS Installer package and then run it offline to install it on your system. It could be that your AV or other 3rd party product is interfering with the install, so disable all those when doing the install.

I'm trying to update my installation of Office 2003, but there are four updates that don't want to install. These are: - Security Update for Word 2003 (KB887979) - Update for Outlook 2003 Junk Email Filter (KB896999) - Update for Office 2003 (KB887980) - Update for Office 2003 (KB885828)
I tried Office Update, the new Microsoft Update, downloading the installation files by hand from the administrative site, but they always fail with errorcode 0x80070670. I can't find anything on this errorcode, so could someone please enlighten me?

As you both have found, there doesn't seem to be any documentation on that error code.
Since it seems to be related to just the Office 2003 updates, I would recommend doing a Repair install of your Office 2003 suite, then downloading the "Full" package for each of those updates and installing offline.
Sorry I don't have anything better to suggest.

It is always best to consider an errorcode in its context. Try finding a log file which contains this code. Hint: it will have a modification date the same day and time as your update attempt and may even have a name which matches the update's number.
Also, be aware that often the error code is composed of two parts a category code (such as 8007) and a symptom code such as 0670. Often you will find the best documentation for the symptom code under its decimal equivalent. In this case that would be 1648.
Let's see if a search with 1648 yields any more ideas. Realize, though, that this is being done without any context from an error incident such as provided by an install log.

However, it does suggest the question: what version of the Installer do you have? More specifically have you installed the latest update to the installer?

Me too - a fully legal copy of XP and Office 2003. (from MS Partner Program) I've tried two different CDs - both from Microsoft. The same failure happens when individual full updates are downloaded separately and installed. The text of the 1648 error is in C:\Documents and Settings\\Local Settings\Temp\OHotfix\OHotfix(00011)_MSI.log (below) I've removed Office 2003 Pro and reinstalled -- with and without Local Installation Source. Please answer my question (to OP) about the version of your installer. It may be significant.
Otherwise, assuming the patch is not corrupt and is properly digitally signed my guess would be that you have some minor corruption in your encryption support. In that case you could try using some of the resolution steps suggested here:

Again, please note I suspect that this could be secondary if you don't have the latest version of the installer. Unfortunately I don't know how to tell from your installer log whether you do or not.
Also I'm not exactly sure how to know what "the latest version" available is. I know there's this:
KB893803 - Windows Installer 3.1 (v2) is available
(MSKB Boolean search for "Windows Installer" AND available - Titles only - written or revised within the last 90 days )
I've removed Office 2003 Pro and reinstalled -- with and without Local Installation Source. I've followed all the suggested steps in the MS kb about office 2003 update problems.

It is interesting that others with this problem also seem to have obtained their disks from the MS partner program.
I will try each Method in turn sugested in KB 822798 and then attempt to install the July Junk Mail update for Outlook 2003 which I separately downloaded. Thanks for suggesting this. I will report back.

Also tried booting to Safe Mode and installing the download for July Junk Mail Update for Outlook - fails the same way.
I sorted out one problem I thought might be related -- it was taking 10 mins before anything in Network Connections could be displayed -- by totally removing Norton AV & NSW and reinstalling just NAV - didn't help with my office install though.
Other info: - I did recently change from using 'Windows Update' to 'Microsoft Update' - This is a dual-monitor 1.8Ghz P4 XP setup w/1GB ram, ZoneAlarm, MS anti-spyware, and NAV. Of course I have tried the installing Office 2003 components with these disabled/off. It a fairly vanilla system. - It has VB6, VS2003, and VS2005 beta 2 on it, and .NET Frameworks 1.0 and 1.1, and SQL Svr 2000 - I have one old Office 2000 application - PhotoDraw V2 - My 2nd install of Office 2003 was using different disks and a different product key.

Update: -After reading http://support.microsoft.com/?id=884298 "You cannot update your Office 2003 program to Service Pack 1" I found that I was missing some of the GUIDs in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Delivery\SourceEngine\Downloads\download_code So I lovingly recreated them and was able to load the French Spelling checker update - yippe. But nothing else.
-So, I removed Office 2003 Professional, and all the other Office 2003 applications I had (OneNote, InfoPatch, Visio, Project, FrontPage), and reinstalled only Office 2003 Professional using the 'typical' settings, and allowed it to save the installation files. Then I went to office update, and got
Installation Successful for - Office 2003 French Grammer Checker - Office 2003 French Spelling Checker and Tesaurus
Installation UNSUCCESSFUL for - Security Update for Word 2003 (KB997979) - Update for Office 2003 (KB885828) - Update for Outlook 2003 Junk Email Filter (KB895658)
I retried using full-file option, and same unsucessful ones.
I looked inside the log file and again found the same PATCH SEQUENCER ERROR, and error 1648.
Perhaps this is something about the FRENCH settings on my machine?
Office has finished me off for the week - I surrender - any ideas - I think this is a b-u-g.

Perhaps. The patch you have is for an English version I think. (Language code 1033 was referenced in your msi log.)
Hmm... what would happen if you temporarily changed your Language settings? E.g. via IE Options, Languages... and via keyboard selector in Regional and Language Options. See if that changes at least two of these three values (e.g. test from an IE Address bar):

(Active Scripting must be enabled in whatever Security zone the page is in for the IE window you choose to do this with.)
BTW I think that the certificates question might be complicated by the fact that the patch is in .msi format not the format in the example. That idea is sort of covered by the KB822798 caveat: "depends on the update you are trying to install".
Are you checking in the French newsgroups too? Perhaps others have run into the same or similar symptoms or generally understand this process better, particularly regarding multiple language support?
Also, if you are doing a completely manual install (e.g. independent of WU or MU) then you might get more knowledgeable help in an Office newsgroup.

The javascript:navigator settings were all en-us - before and after I removed French Language support using the Regional and Language Options control panel, on the Languages tab (Details button). I also disabled all advanced text services - same behaviors.
Because a direct download of office2003-KB895658-FullFile-ENU.exe (July Outlook Junk Mail update) will not install when double-clicked, I will take my problem to the Office newsgroup -- I agree that it is not a WU/MU problem.

Can you check the following keys under the following registry location: HKLM\System\CurrentControlSet\Control\Nls\CodePage
Check the CodePage for 936, 949, 950 - if the string value is empty/missing, please populate it with:
c_936.nls (like the rest of the values in this section of the registry) and the other values, respectively, c_949.nls, c_950.nls, etc. etc.
If this resolves the issue, can you please POST HERE and let everyone know ?

The reason this is happening is probably that Windows "Office Source Engine" Service has been disabled. Suggest you right click on My Computer, open up "Services" under "Services and Applications" and double click on the "Office Source Engine".
1. Set the Startup type to be Automatic 2. Manually start the service.
Unless I'm very much mistaken, you will find that any current and future office updates will install without any further complaint. Reinitialising/Reinstalling Office as others have suggested will fix the problem, but it's a bit of a sledgehammer solution to a minor configuration error.

Can you check the following keys under the following registry location:
HKLM\System\CurrentControlSet\Control\Nls\CodePage
Check the CodePage for 932, 936, 949, 950 - if the string value is empty/missing, please populate it with:
c_936.nls (like the rest of the values in this section of the registry)
and the other values, respectively, c_949.nls, c_950.nls, etc. etc.
If this resolves the issue, can you please POST HERE and let everyone know ? |
