You're running WinXP SP2.
Have you been able to access the account in OE before this?
1. When others get this error they sometimes find their ISP started using a
"transparent proxy server" which does not support WebDAV. See this archived
thread: http://snurl.com/1vxy.
2. Make certain your time, date, and /time zone/ settings are correct.
3. IE6 SP2 Tools>Internet Options>Privacy>Sites> type in
hotmail.com
and Allow Cookies for the domain. [I suggest you also try deleting all
hotmail.com, passport.com, and msn.com cookies.]

4. HOW TO: Troubleshoot Situations Where You Cannot Connect to Secure Web

(Hotmail servers and .NET Passport should be treated as Secure Sites)

5. Temporarily disable your firewall, any "system" tools (NSW, NIS, anything
by Norton or McAfee) and pop-up/ad blockers to see if they're interfering.
6. How do you connect? Is the machine on a network? Related URLs (MTU

7a. IE Tools>Internet Options>Advanced>HTTP 1.1> 'Use HTTP 1.1 through proxy
connections' must /not/ be enabled
7b. IE Tools>Internet Options>Security>[zone in which OE runs (should be
'Restricted Sites')]>Custom Level>User Authentication>Logon>toggle between
the settings here.
7c. Resetting either or both of the above Tabs to the defaults might help,
too.
8. It may be a temporary problem on MSN/Hotmail's end. (Usually is.) Until
they clear it up, access your mail at www.hotmail.com.
