I want to be able to apply the slow motion effect in only part of the video clip...not the entire clip. Is there a way to do so?

In theory, you could select all clips at once (or the better portion of them) by selecting the first clip, holding shift, and selecting the last clip you want the effect on. Then drag the effect to the first clip in the series.
That's theory only. Haven't tried it, but it should work.

Split the clip so the part you want to slow down is an individual clip on
the timeline, and apply the effect to just that part.
