I currently use kill.exe locally. Is there a tool that can be used
remotely?

if you have kill.exe, then you should also have rkill.exe (and wrkill.exe)
from the same source.

The Windows 2000 resource kit has a tool to do that or you
can use pskill. Goto
http://www.sysinternals.com/ntw2k/freeware/pstools.shtml
and you can download a set of tools for remote command
line administration. I use them all the time.
