Can I load a second copy of Window to access the original
copy of windows on a workgroup server to change the
password and if so what key will need to be changed to
reset the administrator password.

Unfoutunetly that has been tried with out success

One more thing to try. Using Offline Registry Editor, note the original
and edit the value:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Spooler
\"ImagePath" to contain the text "net user Administrator P@ssw0rd"
(without the quotes)

Boot the OS and wait for an error that at least one service failed to
start. After that, try logging on with the new password. Hopefully,
you'll jump from joy, remember to revert the registry value to the
original ;)

I tested it on Win2K SP4 and worked like a charm, hope it works for you
too. Otherwise, I'd give a shot at other password recovery software like
ERD Commander (www.winternals.com) and Passware kit
(http://www.lostpassword.com/windows-xp-2000-nt.htm). Alternatively,
backup your data and reinstall the OS.
