When i type and run regedit from "Run" window or Winnt Folder it prompt for
:
"are you sure you want to add the information to the registry?" "yes" or
"No"
and selecting each of them wil not open registry but in command prompt it
open with no problem and message.
any help?

Generally I suggest thorough scanning for malware on the system.
Examine all "run" keys if possible. AutoRuns (Sysinternals) may be
useful here. I am not familiar with your exact observations however.
