I am getting ready to upgrade my w2k dc holding the fsmo role to a w2k3. I
ran the dcdiag to ensure that every test pass before I preform the upgrade.
I have already ran the forestprep/domainprep from the w2k3 CD and it
replicated. When I ran the dcdiag, everything passed except the FRSSYSVOL.
The result of that test is:"Error:No record of File Replication System,
Sysvol started. The active directory may ne prevented from starting."
However, we have not had a report of any network issue and all network
administrative function works in AD. I made sure that the DC have the
NETLOGON and SYSVOL active and there are no DNS issue. How can I
troubleshoot this issue? Everything else passed when I ran dcdiag.

You should perform a non-authoritative restore on sysvol

See the link below this should help you

If this doesn't work see the following

What if any ramification would occur if the error is not corrected?

You need replication working. You shouldn't attempt to move forward with
any errors. Your gpo's reside in sysvol for example
