Everything I have read - states that the main difference between an
OEM and Full new Version - is that the OEM cannot do an Upgrade. And
who needs to do an upgrade anyway? You can do a clean install or a
repair (in place) install.

I am referring to "NEW" OEM CD's (unbranded). Not the ones that come
with a computer (branded). Ebay has tons of them, and even retailers
are selling them For exmple, someone here posted a link to NewEgg,
who has XP Home OEM for sale -

I just cannot understand why anyone would pay the extra dough for a
new, full version XP cd.
