THE absolute best way to fix most Norton problems is by using just 3 files:

MSIfix.bat
SymNRT.exe
SYMMSICLEANUP.reg

All are available to freely download from the Symantec website.
Also there are full instructions for their use.

Notes:
1) These files have to be the most useful bits of software that Norton
provide.
2) It is strongly recommended that Step 3 is NOT performed.
