After hitting F8 and selecting the safe mode option and all the other
options I am still unable to to access the computer. an error message keeps
coming up ...\winnt\system32\config\systemced. I cannot use the keyboard to
type in any systemroot\repair\regback.
I have also tried to install the start up disk, but nothing happens.
Any help would be appreciated,

See tip 2783 » Windows 2000 could not start because %SystemRoot%\SYSTEM32\CONFIG\SYSTEMced is missing or corrupt?

Thanks for the info, that is an excellent site... but I cannot carry out the
instructions as I am unable to type anything in. Pressing R does not work at
Welcome to set up, as Welcome to set up does not appear.

If you booted the CD-ROM, it will. Unless you have an OEM Recovery CD and not a Windows CD.
