I am running Win2K/SP4.
After years of service my Microsoft Wheel Mouse is causing a problem.
I am using Intellipoint 4 to drive it. I have it set up so that the
wheel will scroll the page in applications.
With one application (Free Agent 1.21/32) the wheel used to work. But
recently it sometimes does not scroll the page.
If I go to Control Panel and open the Mouse driver and Troubleshoot
then the wheel works again for a while. Then later it doesn't work
with Free Agent anymore.
What is going on and how do I fix it. I have TweakUI in case I need
that.

It's possible that your mouse has come to the end of its useful life.
Replacing it may be the only way to cure the problem. After 5 or so years
of excellent service, my Wheel Mouse began sporadically double-clicking
when I clicked the button once. I spet $20 to replace it, and the problem
is gone.

It's pretty new - maybe 6 months.
It works properly on every other application but this one and then it
is intermittant.
Maybe I need to uninstall and reinstall the Intellipoint driver.

I may have found the problem. IntelliPoint requires that a background
application be loaded at startup, named "point32.exe". When it's
loaded you can see it in the process table. I used to notice it there
a while back but somewhere along the way it disappeared from the
Startup directory. Now it's back and I believe that will cause
Intellipoint to operate properly.
