I have had a couple of times where I have completed all quest objectives, but
the game wan't confirm that I have completed the objectives. The quest
objectives are check marked, but I don't get confrimation of win and
advancement to the next scenario.

Any suggestions?

Yep I've had the same problem. I think this happens when you save in
game, Then re-load that saved game. My solution is just hit the esc key
once you have completed your quests.
