I was given a windows 2000 professional disc. It says for distribution with
a new pc only. I have no COA for it, is it somewhere on the disc ?

It should not have been given to you as that is illegal. Software with a
new PC is OEM and cannot be reused on another system.

The COA label with the product key would be on the computer itself, not with
the media.

Naturally you don't have a coa. It's on the computer, not the CD since
that's what the version will work on. Tell the seller he forgot to give you
the pc too, or you'll have to report him for piracy and selling federally
illegal product.

too late, the computer was junked and sent out with the garbage truck.
