While viewing a DVD via PowerDVD on my computer, the DVD is sluggish. It
stops & starts, stops & starts..... Any solutions to this problem?

Power dvd is really junk software,try going to WM home page,locate the
3rd party dvd software for xp...If power dvd must be run,in WMP,click on
tools,options,in options,edit the tabs,ecspecially the performance tab,file
tab
(select all).Also,WMP 10 & 11 BETA offer better performance than 9 will in
youre
situation, (BETA11) is uninstallable 10 is not.Chk event viewer in system
properties

updated video card drivers installed?
Computer motherboard and chipset drivers installed?

you don't say what version!
but i'll assume you are using PowerDVD 7, i agree this is a real dog of
a program. try going back to version 6, much better in performance and
looks better. Or get WinDVD
