I signed up for the Office 2007 beta, paid $1.50 for the download &
initially, it said 60+ hours to download, but failed at 1.5mb. I deleted
this failed download & tried again, now it says complete, with less than 2mb
downloaded.

I have a 3meg cable Internet connection & am using Internet Explorer 7 for
the download, installed on XP Pro SP2 with all updates.

Microsoft calls the $1.50 fee for download "cost recovery", because they have
met their required beta test numbers; that's fine & I understand the need for
this, when you have several million people "beta testing", but if you pay for
the download, you should be able to download.

The download is provided by a third party (License Technologies Group), I
sent a support request via the link provided on the download page, but have
yet to receive a response.

Since I did receive a product key provided when I registered through the
beta program, I simply downloaded the file from another source.
