This isn't a hardware limitation if that's what you're asking. I'd suspect a
firewall issue or possibly an IE setting pertaining to passive ftp.

Do your laptops use WAN to connect to the Internet, while your desktops use
a wired LAN? If so, your wireless router may be set to block the FTP ports.

I have changed the settings in IE for passive ftp before to no avail. All the
computers connect through wired lan.
