We have a Windows 2000 server running Terminal Server in remote
administration mode in a Windows 2003 domain. We get an error when more than
two users try to log on saying "The terminal server has exceeded the maximum
number of allowed connections." and that the system has reached its license
logon limit. Can anyone tell me how to fix this issue and have more than 3
or 4 people log on in remote admin mode? Thanks for your help!!!

That's impossible.
Remote Administration allows for a maximum of 2 concurrent
connections, without the need for additional licenses.

If you need more connections, you will have to install Terminal
Services in Application Server mode, and install and activate a TS
Licensing Server and buy and install TS CALs for all low-level
workstations.
