can anyone tell me access password while booting windows is managed by
windows OS or is a property of windows shell explorer.exe and if it is a
property of windows shell how we can incorporate this property in in our own
created / customized shell

Explorer shell is just an application. The password is tied into GINA -
Graphical Identification and Authentication
