Greetings.
I recently created and deployed an image, not realizing that the end user
needs to install a modem.

When we attempt to add the modem, simply clicking the "add" button within
the modem control panel does nothing.
The modem also has an install program which never completes successfully.

Does anyone know specifically how one might make it possible to add a modem
in XPe without rebuilding another image?

The chances are you would need to create another image with all the
Telephony components in order to successfully add a Modem.

It all depends on what components are on the target some telephony might be
present ( if for example IE is on there ) but not enougth to get things
working correcty
