How do I create a standby operations master domain
controller? The network is a small LAN. My Active
Directory has a forest with one domain, in which there are
2 domain controller. The first DC has all 5 master roles
and global catalog. The second DC has just global catalog.
I want to make sure when the first DC fails permanently,
the network will still be functional. What steps should I
take when my first DC fails? Please help!

Transfer the FMSO roles to another server. if you not are available to
transfer the roles. You have to size the roles to another Domain Controllers
with the command-line tool ntdsutil (Available in Windows Server Support
Tools)

Hi John,

to clarify, there's no such thing as a standby operations master (technically).
Which is ment in various documentations by "having a specific role as direct
replication member of a standby operations master" is that they recommend that
you have a DC which is able to hold roles if they fail on the dc currently
holding the role. So it's more like a organisational role instead of a
technical.

Hi Ulf,
So you are saying, my second DC has everything it needs to
hold roles when the first DC crashes. All I need to do is
to seize the roles. Is it a good idea to have Global
Catalog on my second DC?

Hi John,

this depends on the FSMO-roles of your other DCs. You are not supposed to have
a Infrastructure Master running on a GC unless you have all servers running as
DCs. So if you have not all DCs as GCs and are planning to be able to transfer
your infrastructure master to the standby operations master I wouldn't make it
a GC, if you have all other DCa as GC you'll have to make the SBOM a GC, and if
you don't have all other DCs as GCs you can select wether you want to transfer
the Infrasturcture Master or not to the SBO.
