Hi, hopefully an easy one!

Scenario:
1 DC running as everything. I want to rebuild it.

Actions:
Build 2nd DC. Power off first.

Question:
I will make the 2nd DC the GC server, but how do i ensure and enforce replication?

This kb shows you how to force a replication between the two DC's before you
power off the first one. http://support.microsoft.com/?id=232072

Also don't forget to move the FSMO roles to the second DC before you turn of
the first.
