How can I give my field techs access to admin tool through
a terminal services session without them being local
admins of the server. Right now, they cannot access any
admin tools unless they are local administrators.

They should be available to launch dsa.msc (AD Users and Computers) What
happens if you type that in the run field logged in as an "field tech" My
only the shortcut are the problem here. How ever MMCs can be prevented from
running if a such policy has been define in a GPO.

Still getting the error. It's an access denied error.
I'm also not retricting this through the group policy and
have gone as far as giving access to it through the group
policy.
