I am replacing our old Windows 2000 PDC server with a new
one, and give it same server name as the old one. Then
restore the files of the old PDC from backup tape to the
new PDC/server. Is it possible?

Not sure of the rest of your situation...other DCs etc... but

I would move and FSMO roles to another DC.
Demote existing...then Metadata cleanup if needed.

Then bring the new one online with the same name, promote, then move FSMO
roles back.
This is much cleaner and less of a chance for something to go wrong.
