I'm facing pretty simple problem here. I have a parent
Domain and a Child Domain. why my Enterprise Admin has no
power in my child dc?

The enterprise admins in the forest root domain should have domain admin
rights in the child domain. Check that the Enterprise Admin group from the
parent domain is a member of the domain admins group on the child domain.
Can you clarify 'no power'?

Domain Admins Group on Child DC is a Global Group-it can
not have any accounts from any other domain

It will be easier to describe what I wnat to do:
I want my Enterprise Admin from my parent domain to have
all the priviledges in child domain.

You should just be able to add the appropriate account to the Domain Admins
group in the child domain.
