Is there anything within the security templates that would
cause the shutdown process to take more than 5 minutes.
It hangs at the blank blue screen, then after more than 5
minutes it shuts down. When I apply the
setup_security.inf, this doesn't happen. What trouble
shooting steps can I use to find out what application or
service is causing this? Can anyone help?

There is a setting to clear the pagefile of a system upon shutdown. If
this is enabled it is probably the source of the problem.

that setting being enabled. Is there a way around it? Is
this only a problem with SP4?
