There are some folders on my ftp server which are created
by "Grims Ping ", something liek

..... \TaGGeD\ \By MisterMPZ\4 LF Only\Scan By
SyNtAx_ErRoR

but I can't delete them, I have changed the permission and
owner, still can't. It says "can't read from source file
or disk"

First you will want to take steps to secure your computer which may include being
current with critical updates, checking your permissions for users, using IIS
Lockdown Tool, disabling posix, and running Microsoft Baseline Security Analyzer on
it to reduce your chances of further problems. The KB link below may be helpful on
