I want to remove the ability to use vowels when I turn on
complexity.
I see things all over about editing Passfilt.dll, but
nothing explaining how or what or examples....
Anyone done this?

You will need to write your own password filter to do this. This is not trivial
and will require a knowledgeable C programmer. See the MSDN Library for details.
