I am the administrator of local machine but I can't see contents of
HKLM\SAM\SAM\
Is there any way to see the contents of HKLM\SAM\SAM\?

Check the permissions and give yourself read permissions. I believe by default even
administrators have restricted permissions to that key for good reason. --- Steve
