I lock down all MMC tools, and enabled specific snap-ins. I give different
level of tool sets to users, admins, and developer staff.

Some admin tools throw the following error but appear to work properly:
Example when opening Performance tools which have been enabled by policy
(some other tools throw the same error)

What mmc component must be enabled to stop this error?
